Reps fail to consider 2017 budget proposal, embark on recess

The House of Representatives on Thursday approved the total sum of N431 billion foe the Central Bank of Nigeria (CBN) and National Agency for Food and Drugs Administration and Control (NAFDAC) 16 days to the end of year 2016.

According to the breakdown of the budget seen by BusinessDay, the sum of N420billion was approved for CBN while total sum of N11billion was approved for NAFDAC respectively.

Meanwhile, the House resolved to adjourned plenary session till 10th January, 2017 to enable all the members to observe the Christmas and New Year break.

Following the adjournment, the 2017 budget proposal worth N7.298 trillion laid by President Muhammadu Buhari before the joint session on Wednesday, will be considered for debate on resumption from the recess.

Recall that the House had passed a resolution to extend the implementation of the capital component of the 2016 Appropriation Act signed by President Buhari into law in May 2016.

The breakdown of the aporoved CBN budget showed that the sums of N420billion is for recurrent expenditure, while the excess revenue over expenditure stood at N1billion for the year ending 31st December 2016.

No further details of the budget was provided by Jones Onyereri, chairman, House Committee on Banking and Currency as the budget was passed during the Committee on Supply.

The breakdown of the approval given to NAFDAC showed that the sums of N7billion is for overhead Costs, and N4billion is for capital expenditure for the year ending 31st December, 2016.

For the capital expenditure, the agency is to spend: N900 million on provision of mobile laboratories and accessories; N80 million on provision of laboratory equipment; N202million on NAFDAC HQ Laboratory Building- Construction and others; N102million on provision of Motor Vehicles; N49.80million on provision of office equipment, furniture and fitting and power generating plant; N80million  on provision of NAFDAC Information Systems and Computer Sets; N205,347,984 on construction of NAFDAC Laboratory- Mbaka Benue State (Phase 1); N240million on construction of NAFDAC Laboratory Building Abeokuta, Ogun State-Phase 1; N15million on construction of Office Block, Warehouse, Perimeter Fence and Gate House at Illela; N120 million on construction of Perimeter Fence, Office Block and warehouse in Benin, Edo State – Phase 1; N30 million on Consultancy Services for Construction of Perimeter Fence, Office Block and Warehouse in Benin, Edo State and N15,893,734 on Construction of Office Block, Warehouse, Perimeter Fence and Gate House at Kamba-Kebbi State.
